New ETF Offers Exposure to Fixed-Rate Agency RMBS


Investors looking for stable income amid market volatility have a new product at their disposal: the Regan Fixed Rate MBS ETF (MBSX), an exchange-traded fund that invests primarily in government-backed, fixed-rate, residential mortgage-backed securities (RMBS).

The actively managed ETF from investment firm Regan Capital launched Friday and seeks to enhance the spread that agency RMBS yields typically have over yields on Treasury and corporate bonds, according to a press release. MBSX charges a 0.4% expense ratio.

MBSX’s launch is yet another step the firm is taking to provide financial advisors access to a market that has traditionally been limited to large banks. Last February, Regan Capital introduced the Regan Floating Rate MBS ETF (MBSF), an ETF that invests in floating-rate RMBS backed by Fannie Mae, Freddie Mac and Ginnie Mae.

The firm has offered a mutual fund since 2020—The Regan Total Return Income Institutional (RCIRX)—that also gives retail investors access to the broader mortgage market. But MBSF was its first ETF.

“We’re going to continue to come out with ‘40 Act’ products, and we’re starting with what we think are the lowest-hanging fruit,” Skyler Weinand, chief investment officer and managing member of Regan Capital and portfolio manager of MBSX, told etf.com. A “40 Act” fund refers to the fund’s structure.

Investors nervous about how tariffs will impact U.S. corporations don’t have to have the same fear when it comes to fixed-rate RMBS backed by the government, which are priced on existing home loans, Weinand said.

“We’re only investing in mortgages that are already existing, so we’re not reliant on labor or lumber or copper, etc.,” he added. “So it really is, I would say, a tariff-proof type of asset.”

The fund plans to pay out any dividends monthly and distribute any net realized capital gains to its shareholders annually, per Regan Capital’s fund fact sheet.
